Research results have been quickly applied in practice

Strong competitiveness

According to the Science and Technology Department under the Ministry of Industry and Trade (MoIT), the ministry currently manages 13 research institutes, of which two have been equitized. Nine additional research institutes are run by groups and corporations.

Over the past five years, the 13 institutes under the MoIT issued 933 scientific publications, including 786 domestic ones and 147 international. The units with the most publications were the National Research Institute of Mechanical Engineering (227), the Vietnam Institute of Strategy and Policy for Industry and Trade (113) and the Food Industry Research Institute (83).

Many industry and trade sector projects have also been awarded the Ho Chi Minh Prize, the State Prize in Science and Technology and honored by the Vietnam Fund for Supporting Technological Creations (VIFOTEC). Many of the research results have been applied, helping maintain growth momentum and facilitate production and business expansion.

Many of Vietnam’s export items have risen in the world’s export rankings, such as textiles and garments, footwear, seafood, and furniture, while some agricultural products (coffee, pepper, and rice) are among the world’s top exporters.

Vietnam has also achieved a relatively high level of Competitive Industrial Performance (CIP) ranking.

Restructuring process

The industry and trade sector is making efforts to effectively implement the Resolution of the 13th National Congress of the Vietnam Communist Party and the 10-year socioeconomic development strategy (2021-2030), which identify science, technology, innovation and development of high-quality human resources as strategic breakthrough engines.

These will also be the foundational factors for restructuring the sector with a focus on achieving self-reliance in production and market and a new national production capacity that is highly independent, adaptive and resilient to abnormal impacts, and ensures effective participation in the global value chain.

In this new context, scientific and technological research in the sector will focus on five major issues:

First, promoting science and technology development and innovation associated with the restructuring process of the industry and trade sector, making them the main driving force for fast and sustainable industrial development.

Second, formulating orientations and policies to develop the sector in the new context; improving the legal system to effectively implement commitments under free trade agreements (FTAs), especially new-generation FTAs.

Third, promoting scientific and technological activities and innovation at enterprises and placing them at the center of innovation and as active participants in the fourth industrial revolution.

Fourth, developing a strong system of science and technology organizations to serve as a reliable and effective source of support for enterprises, as well as for state management agencies.

Fifth, managing and implementing science and technology activities in the sector with a modernity-oriented approach.
